Who We Are

Insurance Regulatory & Compliance Consultants, LLC is staffed by former insurance regulators who helped shape insurance regulation both on a state and national level. 

State Accomplishments

As former state regulators, Robert Wagner and David Grant played key roles in developing insurance department policy respecting corporate, financial, consumer and contracting models for the regulation of insures, health care plans and provider networks, including:

  • collaboration with members of the General Assembly, the health care industry, health care providers and related state agencies
  • review and drafting or legislation initiatives
  • promulgation of implementing regulations and the development of industry guidance bulletins

NAIC  Accomplishments

While attending National Association of Insurance Commissioners (NAIC) meetings for more than 25 years, Wagner and Grant served on various committees, working groups, and task forces.  Over that time, they helped develop many of the existing NAIC model Acts and Regulations.  Such work also facilitated the development of lasting relationships with fellow regulators from across the country.

Robert E. Wagner

Robert Wagner, the former general counsel and director of the Illinois Department of insurance, focuses his practice on insurance regulatory and compliance law with an emphasis on transactions, insurance taxation, solvency and receiverships and product approvals. Mr. Wagner has assisted providers and hospital systems with formation and development of provider sponsored Medicare and Medicaid managed care risk bearing entities, provider network regulatory issues, and physician hospital contracting.

Wagner has substantial experience representing providers and hospital systems in a variety of transactional contexts, and advises clients on examination and regulatory compliance issues connected with financial and market conduct examinations. During his tenure at the Illinois Insurance Department, he served on NAIC committees and task forces responsible for the implementation of complex policy issues with national implications, including broker compensation, life settlement transactions and life insurance claims practices.

Wagner's professional background includes his association with in Hinshaw and Culbertson LLC, the Illinois Insurance Department, and the Illinois Comprehensive Health Insurance Plan. He began his legal career in 1981 with the office of the Illinois attorney general, where he became litigation division chief in 1983. He entered private practice in 1986 and continued until 2000, when he became Counsel to the Illinois Insurance Department.

David E. Grant

David Grant is a leading expert on healthcare reform and the challenges it presents to healthcare providers.  He has significant experience in providing strategic planning and regulatory guidance services to the healthcare industry and has been highly regarded in his specialty for many years.

Grant was employed at the Illinois Department of Insurance for over 40 years.  Most recently, he was Deputy Director of the Health Products Division and was responsible for regulation of health insurance companies as well as for managed care entities.  His responsibilities included product review and approval, consumer education and protection, Health Care Exchange, and the Senior Health Insurance Program. He played a key role in the creation of the Insurance Exchange for Illinois and was named Project Director of the Federal Exchange Grant.  His accomplishments with the Department include: the  staffing of various Governor and national “think tank” committees for the development of legislative and regulatory initiatives relating to health care and health care reform issues, providing an active role with the NAIC on drafting health and managed care models, serving as a past officer for the National Association of Managed Care Regulators, and chairing committees on Medicare and point-of-service products.
